Buikwe District land board secretary detained

Lands Minister Hon Judith Nabakooba yesterday ordered for the arrest of Ms Hadijah Sebyala the secretary Buikwe District land board over misuse of her office.
Ms Sebyala’s arrest was as a result of Nabakooba’s visit in Buikwe early this month in two villages of Bugoba C and Kidadili in Njeru Town Council where locals were complaining of heightened tensions of looming evictions from their bibanja fueled by the Secretary district lands board Hadija Sebyala.
On being tasked to explain about the irregularities and provide documents for the contested land,Ms Sebyala failed something that angered Nabakooba later ordering the DPC to arrest her.Ms Sebyala said she had forgotten the documents at her office.
The bitter Nabakooba wondered how the district land custodian could not be able to produce any detail pertaining to the land in question adding that such people who misuse their offices should have no place to work in the public service.
Nabakooba also ordered for the immediate closure of Buikwe district land offices for atleast 3 weeks as further Investigations are carried out to assutain the real cause of the problem.
Nabakooba who was flunked by the state minister in the office of the vice president Diana Mutasingwa said that people should never be afraid to report to the authorities if leaders are conniving with other people to illegally evict them off their land.
However, according to Service Delivery Performance there was maximum 6 points on this performance
measure.
Secondly,  there was evidence that the DDEG funded investment projects implemented in the previous
FY were completed as per performance contract (with AWP) by end of the FY.

There was evidence that the project planned to be implemented in the LG Annual Work Plan for the
year 2019/20 (page 69), and were all completed 100%, quarter 4 Performance report page 66:
 Buikwe health III (page 66 of Annual performance report APR) at a cost of Ugx 35m, it was started on
1/7/2019 and completed on 30/5/2020;2. 2. 2. Buikwe subcounty administration building (page 42
of APR) at a cost of Ugx 6.94m, it was started in 2014/15 financial year and completed in 2019/20;
and a soil block making machine that was procured at sh6.5m. Planned projects were 3 and all were completed; 3/3×100= 100%.
