Kakajjo Zone exposes Kampala City Council Authority’s great problem

Kampala City Council Authority (KCCA)’s great problem is realized when you step off Sir Apollo Kagwa Road unto Kakajjo zone in Bukesa Parish, Kampala Central Division.
It is a plethora of dirty shanty houses that welcomes you. Fresh feaces, matooke peels, used condoms, empty waragi kavera (polythene bags) and all sorts of garbages are littered all over the place.
The Drone Media sought for a comment from the Local Council (LCI) Chairperson, Mr. Acaali Charcles Balinda, but he piled all the blame on KCCA.
“KCCA used to provide us all these services like cleaning the channel, fumigation, garbages collection and toilets emptying, but these days it is a rumour. In other words, we only read them in papers,” Acaali explained.
He further said that he only met KCCA officials from Central division when they were numbering houses.
Solomon Semugabi says, ” KCCA is interested in collecting taxes, but not giving residents services.”
KCCA is supposed to provide effective and efficient Human Resource and administration interventions to communities. The field officers are guides to the Authority on the proper management and optimum utilization of the resources available, but it is not reflecting.
It is also supposed to deliver quality services through transformation of communities through its administrative processes, institutionalization of service, operational standards; and cultivating a motivated, engaged and Professional work force for continuous performance improvement.
However, its core functions have not been met thus disaster is occurring in Kakazo. Soon you will read or hear out break of a disease due to sanitation issues around this part of Kampala.
One of the things residents cry over is the garbages collection fees. The residents say they are being taxed right and left. Since they pay ground rent and property rent plus other taxes, why should they pay for garbages?
However, this does not necessarily mean that residents should live under such conditions of sanitation. The environment here is ugly. It is scary and only God holds.
One resident intimated The Drone Media that what you see outdide is slightly different from what is inside because of lack of fumigation; bed bags have turned those shanty houses into their castles.
