Speaker directs that all businesses of the 10th Parliament that remained incomplete be deleted

The Speaker of Parliament Jacob Oulanyah has issued a directive stating that all businesses of the Tenth Parliament that remained incomplete, be deleted from the record.

This affects a wide range of bills that remained pending in the last Parliament. The Tenth Parliament, chaired by former Speaker Rebecca Kadaga ended in May, 2021.

Oulanyah made the communication during the afternoon plenary sitting in his guidance on rule 235 of the Rules of Procedure of Parliament.

The Speaker’s guidance means that government Bills that lapsed with the Tenth Parliament will now have to be published, reprinted and introduced in Parliament afresh, the same applies to Private Members Bills.

Meanwhile a policy by government for all foreign mission service workers to leave their children in Uganda has generated debate in parliament.

Government says it does not have resources to pay the US$2,500 in allowances for education of each child per year.

The details are contained in the 2021 Public Standing Orders that are slated to be published by the Ministry of Public Service and were made public in Parliament’s Foreign Affairs Committee.

Surprisingly, Minister of State for Foreign Affairs (Regional Affairs) John Mulimba warned against forcing foreign service officers to leave behind their children saying it is an attack on humanity and likely to break up families.

However, Permanent Secretary Ministry of Foreign Affairs Vincent Bagiire defended the proposal saying the move will ensure the children have stability in their education system.
