Uganda hires Russian security company to install digital number plates

Government is in final talks with a Russian named Global Security which it is contracting to install Digital Tracking Systems (electronic Number plates) to all motor vehicles, including boda-bodas in the country starting next month.

This was revealed by the Minister of Security, Maj. Gen Jim Muhwezi, during the joint press conference that was held by the ministries of ICT and National Guidance, Finance, Gender and Security at the Uganda Media Centre.
“Apparently no funds were allocated for this exercise during the Cabinet meeting but the Global Security Firm will use it’s money which in turn will be paid by Ugandans who will have to pay it as they are doing for the Third Party, Driving permits among others,” Minister Muhwezi explained.
“We shall make sure that the firm does not charge Ugandans excessively, more than they can afford,” he added.
Global Systems deal to install tracking devices on all public & private vehicles, motorcycles and water vessels was sealed through classified procurement.
The public will have the gadgets installed at their own cost. For defaulting, Global Systems will take 70% of the penalties imposed and government will pocket 30 %.
The public will also pay 20,000 Ushs as annual tracking fees for the next 10 years.
This reads like robbery and rape rolled up in one
