It is over-Asan Kasingye’s wife tells him

AIGP Asan Kasingye has not resigned as it was reported in some sections of press, but his contract has ended.

The Chief Political Commissar in the Uganda Police Force (UPF) has explained it clearly using his twitter handle.

AIGP Asan Kasingye @AKasingye. “Contrary to online reports that I “quit”, “resigned, the fact is, my contract expired & had to handover. It may be renewed or not. I am proud to bow out head high. Problem is, I woke up this morning, put on my uniform. At the dining table, my wife reminded me that it was over.”
The amiable Kasingye is literally on Kateebe now. However, in his tweet, he sounds happy as if the end of his contract is a blessing in disguise. As a political commissar he is in charge of doing political role of the police force; he is supposed to link police force to political office. In simple terms, he is in charge of  dirty works done by the political office, which many prefer to refer to as state.
A political Commissar is the supervisory political officer responsible for the political education (ideology) and organization, and committed to the civilian control of the military. Historically, the commissaire politique (political commissary) first appeared in the French Revolution (1789–99), guarding it against anti-Revolutionary thought and action, and so ensuring the Republican victory.

Last year at the apex of machete wielding killers in Masaka,  AIGP Asan Kasingye assured the public that soon, the killings in greater Masaka region would be a story of the past. Indeed, it has remained a story.He said, “The intelligence is on ground. Operations are going well. This will be solved very quickly. The investigators are doing a good job,”Kasingye said while touring the greater Masaka area as part of his rectification and ideological orientation tour.
