UNRA eats UNHCR’s money for Nakivale _Rakai Road

All eyes are at Kale Kayihura and police yet all government bodies are rotting and Ugandans continue to suffer.

Today, news on our desk is that Uganda National Roads Authority (UNRA) is locking horns with United Nations High Commission for Refugees (UNHCR) over Nakivale _Rakai Road.

This road is in Isingiro district ad supposed to connect Nakivale Refugees Settlement to rest of the country but due to greed the authorities at UNRA are making hard to be tarmacked.

The story is that UNHCR which is a branch of United Nations (UN) offered money over sh16 billions to construct this stretch of the road from Isingiro district headquarters at Kabingo up to Rakai connecting with Mutukula.

Surprisingly, the roads authority has refused the funders (UNHCR) to do the work, making people of Isingiro suffer.

As it is, UNRA claims it is its work so the money should be handed to them and wait for the finished road. The UNHCR says let us tarmack the road and you will supervise, but UNRA refused this suggestion from funders simply because they want to make enjawulo (cost benefits) from the funds.

This would be so simple since the funders did everything necessary like surveying, cost analysis and Environmental Impact Assessment (EIA), remaining with only tarmacking the road.

The fight over this Nakivale_Rakai Road, has left refugees in the settlement and the people of Isingiro especially Bukanga county, in dire problems. The area so dusty especially during dry season which is at hand, it begins June and ends August.

This is the problem that is killing Ugandan politicians and other civil servants, they think about their stomachs and not on others.

You can imagine this golden opportunity, the money has been availed but the thugs think otherwise! What Ugandans need to do is to always expose these corruption tendencies so that the public can put press on them. #nakivale#
