Investigations

Is Gen Salim Saleh owning Dott Services Engineering?

It has become so common for unscrupulous companies and individuals to claim they are doing business for Gen Salim Saleh.  Middle East Consultants was cheating Ugandans under this guise until The Drone Media investigated it and it was discovered to be a company that had no links with the so called “Abaneene mu government” (Heavy weights in government. It immediately collapsed after the investigations.

Now, there is this engineering company known as DOTT Services Engineering. It has been reported several times among various authorities, but it somehow maneuvers and manipulates its way to win award amidst reports of bad works. Today, as you read this, Dott Services is using police to harass Pidson Kareire to stop writing about the reports pinning it on shoddy works.

Dott Services’ agents claim it is owned by Generals in the UPDF. Is it true? If it is true, the Army Generals should leave journalists to do their work so that the company can do proper work.

It is against this background that Dott Services dwells on impunity to do shoddy works as it is protected by “Abaneene in government.”  It is really bad!  The stories The Drone Media has published over a time quote authorities; the last one that made them jump like a pig on heat, followed the proceedings of parliament.

Police has since confiscated Pidson Kareire’s smart phones, yet they say and wrote Libel as the charge on charge sheet. So what are they investigating if  i owned the story and the story still exists on this site? Why take my phone? Besides, the proceedings of parliament are well documented; was the parliament contacted?

If what The Drone Media published was not captured in parliament it is when these mafias should play their games. Our report came from parliament, we want the whole world to know how these Dott Services managers are harassing  journalists.

Counsel Nangwala submitted that for section 179 of the Penal Code to be upheld, or as to what qualifies
libel to be a crime, the court must be satisfied that the offence is against the public. A crime is
defined as an offence against the public whose objective is to punish. Criminal law defines duties
25 owed to society. Criminal libel therefore is derived out of the protection of public interest.

He went on to say that under community interest falls freedom of expression which must be
protected over and above that of defamation. He cited the Mulenga, J.S.C judgment (Supra, page
17) where he quoted the case of Rangarajan vs. Jagjivan Ram and Others; Union of India and
30 Others vs. Jagvan Ram and Others (1990) LRC (Const.) 412 and stated that freedom of
expression should not be suppressed except where allowing its exercise endangers community.
