UPPC officials charged with causing loss

The Directorate of CID has charged five (5) suspects who are former employees of the Uganda Printing and Publishing Corporation, (UPPC), to court for causing financial loss and other related conspiracies.
The five suspects include; Prof. Wasswa Tom Davis, former Managing Director, Kasekende Mujjuzi Arstraco, former Finance Manager, Kigonya Robert, former Sales Executive Manager, Ahimbisibwe John Baptist, Accountant, and Ayebare Catherine, Assistant Accountant.
Efforts are in place to trace for the 3 other suspects, who are still at large, but wanted. According to the facts gathered, during the financial years 2019/2020 and 2020/2021, the Uganda Printing and Publishing Corporation, entered into 3 contracts with Electoral Commission for; printing and publishing materials for polling stations for purposes of display of the National Register for the 2020/21 General Elections, Nominating Candidates for Parliamentary and Local Government Elections; and Local Government Council Elections.
As a result, the Electroral Commission transferred to the UPPC an estimated total sum of funds totalling Ugx.15,153,030,709/= (Fifteen billion one hundred fifty-three million, thirty thousand, seven hundred nine shillings), out of which Ugx 2,261,003,034/= was allegedly embezzled.

The Drone Media established that in 2021 President Yoweri Kaguta Museveni instructed the Director of Criminal Investigations in Police AIGP  then Grace Akullo to arrest all officials attached to Electoral Commission (EC) that were involved in sh9bn  Printing scandal.According to information obtained from reliable State House sources, the President wrote to AIGP Grace Akullo, ordering her to arrest any EC official that was involved in the sh9bn printing saga.

The inside sources say after the letter was delivered, the President again made a phone call to Director CID, giving her more instructions.

Any EC official who has been pinned during investigations must be arrested and charged before courts of law,” a security source quoted the President to have said.

Sources further say that President also ordered CID boss to have former Minister in charge of Presidency Ester Mbayo to be fully investigated and if found to have been involved in the saga,  be arrested and charged.

Police had earlier summoned Mbayo to CID Headquarters, Kibuli for statement recording, but the Speaker of Parliament Hon Jacob Oulanya informed police that Hon Mbayo was out of the Country on official duties. The Speaker promised to send her to Kibuli for a statement when she returns.
