HOW FAR TRUE IS IT THAT DONORS HAVE GROUNDED PROJECTS OVER SUSPENDED FUNDS AND MISSING EXPERTS?

The World Bank, Chinese Agencies, US agencies and other partners have reportedly been “going slow” on numerous negotiations with Ugandan road authority officials over former UNRA officials and yet to be confirmed allegations of misappropriations of donor funds. Meetings in Uganda and aboard have ended in disaster. Donors are now calling recently appointed officials “babies”. Donor technocrats refuse to deal with new UNRA officials 2 years on. Advice turns to dead years forcing withdrawal of funding.njoro1

Confirmed information indicates President Museveni has been affirmed the current situation is due to corruption by former officials. Officials from Mr Museveni’s monitoring unit however reported to him a fortnight ago that the problems is more about the missing former technocrats than allegations of misdeeds. Sources have indicated that this this the first time Uganda’s road projects are grounding over donor displeasure. Previous corruption allegations have apparently never stopped ongoing projects.

Sources claim the missing influence of the following former officials is the reason for termination of projects, including ongoing ones-

-Dan Alinange Kitakule-

He is the former PRO of UNRA. A darling of the Ugandan media, he was also a darling of investor relations with donors for UNRA. He also facilitated many silent deals for UNRA even when politics was at play, including the Entebbe Express way and the Kampala Jinja express way. Loans for both were negotiated by him and another engineer. Bwana Alinange continues to work with development partners. He is currently battling corruption and abuse of office charges.

The World Bank continues to ask for him. According to two sources, the government of China is extremely unhappy by his absence hence their apprehension on contracts.

Confirmed is also that the World Bank has, with immediate effect blocked the following on going projects-
-Kamwenge Fort Portal,
– Kyenjojo-Kabwoya,
– Tororo-Mbale-Soroti-Lira-Kamdini

The Islamic Bank has also suspended further works on Tirinyi-Pallisa–Kumi, Muyembe-Nakapiripit and Masaka-Bukakata

Adb is also withholding Rukugiri-Kanungu funds.
