Balaam Barugahara hoodwinking electoral commission to steal publicity money

Balaam Barugahara parades himself behind President Yoweri Museveni only to steal money.

The self-styled and target music promoter, has positioned himself to rob gullible authorities.  In the last electioneering; 2016; Balaam connived with electoral commission officials and embezzled money meant for publicity at electoral commission.

He organised the men and women who normally engage on radio talk shows, claiming they  would give publicity to the commission. As you can see this is already a flaw; government payments are supposed to be done with fully registered companies.

Balaam claimed he was representing all online news channels and he chose a few unknown sites, but he was bypassed by Chimp Reports, Xclusive Ug, and a few others, who directly dealt with Sam Rwakojo.

However, the money was still embezzled; the few websites that were given money for publicity, were paid exorbitant amount, but asked to return 3/4 of what they received on their bank accounts from treasury.

That is how the theiving at electoral commission is/was done. It has always been masterminded by Balaam Barugahara, but he has found opposing partners in crime; the owners of Chimp Reports. These refused Balaam to flaunt them.

Recently, Balaam Barugahara repeted this I’ll act of parading himself as the eligible publist at electoral commission. He organised a tactical sensitization session and chose 10 online news channels, whereby each was paid sh1m.

Surprisingly, electoral commission officials claimed the commission did not have budget for journalists. It was Balaam, who claimed he used his own money. You wonder why use his money!

The truth is that Balaam hoodwinks authorities to show his relevance to Media, yet his target is money.

You wonder why they do not detect this, he concurrently does it within state house. He makes sure photographers capture him with the president or the first son Major General Kainerugaba.  All this is part of his theiving games.
