Gen Muhoozi is a hot succession debate

As it is, the NRM Central Executive Committee-CEC; the top party organ, has never discussed succession.

At the next polls in 2026, President Museveni will be 82 years and possibly among the oldest state leaders in Africa and the world. Despite such clear indicators, the President’s ruling National Resistance Movement (NRM) party appears determined not to talk about succession or life without Museveni at the helm of the party and country.

“There are no discussions in the party on who should succeed President Yoweri Museveni,”

Currently, however, talk of succession or transition is easily dismissed because Museveni either appears too strong or the would-be successors appear too weak.

Peaceful Transition of Power. A peaceful transition or transfer of power is a concept important to democratic governments in which the leadership of a government peacefully hands over control of government to a newly-elected leadership. This may be after elections or during the transition from a different kind of political regime.

Succession by constitutional prescription. In the modern world, constitutional democracy is the chief type of nonautocratic government.

The minimal definition in institutional terms of a constitutional democracy is that it should provide for a regularized system of periodic elections with a free choice of candidates.

There must be opportunity to organize competing political parties, adult suffrage, decisions by majority vote with protection of minority rights.  An independent judiciary, constitutional safeguards for basic civil liberties, and the opportunity to change any aspect of the governmental system through agreed procedures.

Hereditary succession

Although some leaders still occasionally seek to establish their sons as their heirs, they usually rely on force rather than the claims of heredity to achieve their object. Apart from a few states where the dynastic ruler is the effective head of the government, the hereditary principle of succession is now almost exclusively confined to the constitutional monarchies of Western Europe.

Revolutions, which are the result of the crisis in its most extreme form, involve the overthrow not merely of the government but of the political order itself.

Typically, a revolution is preceded by a series of strains within the system: challenges to the authority of the government mount, and its legitimacy is increasingly questioned; the exercise of power becomes coercive, and the challenge to rule assumes ever more violent forms; eventually, the struggle comes to a dramatic climax in the destruction of the old order.

The coup d’etat is another form of violent response to the crisis of rule, but it is distinguished from the revolution in that it involves the overthrow only of the government: the political order is not immediately affected, for the coup is managed by an individual or group within the government or within the ruling class.

NOTE

The ancient distinction among monarchies, tyrannies, oligarchies, and constitutional governments, like other traditional classifications of political systems is no longer very descriptive of political life.

Gen. Muhoozi Kainerugaba, who will be 51-years old, is a different proposition of the possible successor. However, he could also face the challenge of opposition, but he would offer youthful hope, and he could also have the backing of the army and blessings of God.

President Museveni is a great leader, but his position in history may be determined by how he leaves power. The best he can do now is to train and groom his successor.
