Hon. Otada accused of bribery in the tender of upgrading 124 health centres

Hon. Otada has been accused of bribery in the tender of 124 health centres. According to the documents on The Drone Media desk, lack of transparency in the awarding of lot 12 under UGFIT Project, was mentioned.
The project concerns the upgrading of 124 health centres II to health centres III by Oyam district. According to the documents, the authority instituted an investigation following a complaint from Zimu Construction Company Limited alleging that there was lack of communication from the entity; that the tender had been awarded to Otada Construction Company Ltd which lacked specifically experience, and Otada Construction Company Ltd forged certificate of completion.
On March 14th, 2019, the authority requested the Chief Administrative Officer, Oyam District to submit the procurement file and the team from Zimu Construction Company Ltd was informed that the documents were with the Ministry of Health. The district was only used as a centre for issuing  and receiving bids and conducting evaluation.
In accordance with section 8 (1) (c) of the PPDA Act, 2003, Zimu Construction Company Ltd requested for the file the mentioned problems. This file was to be delivered to authority’s office at plot 39, Nakasero Road not later than 25th April 2019.
Prior to this, the CAO of Oyam district was informed to improve the file by including procurement requisition, record of issue of solicitation document and bid discussions and all other requirements.
On 2nd May 2019, another letter was received at Public Procurement and Disposal of Public Assets Authority. It also cited similar issues.
