Kale Kayihura relaxes at Kashagama

General Edward Kalekezi Kayihura, commonly known as Kale Kayihura, is a Ugandan lawyer, military General, farmer and former policeman. He was the Inspector General of Police of the Uganda Police Force, the highest rank in that branch of Uganda’s government, from 2005 until 5 March 2018. He actually reigned for about 13 years!

Once regarded as the most powerful general in Ugandan internal security circles the Inspector General of Police General Kale Kayihura was regarded as the most powerful general in Ugandan internal security circles.

The Inspector General fell out from President Yoweri Tubuhaburwa Museveni’s favour. Kayihura had amassed his power by gathering to the police new competences in surveillance and counterterrorism and assuming responsibility for crushing the political opposition during the 2016 presidential election. The police were at the apex of the security system.

Previously, some of these duties were shared by the militarybut after the fall out it seemed that it was able to regain influence at the police’s expense. Most of the repressive and surveillance powers were handed over to Chieftaincy of Military Intelligence (CMI).

Gen Kale Kayihura was accused of the murder Felix Kaweesa before a court martial. That and other charges were dropped after it emerged that prosecution witnesses had been coached by ISO operatives. He still faces serious charges but was released on bail and put under house arrest.  It is this house arrest at his farm in Kashagama that has made the once powerful IGP dress like like a Muslim fanatic.

When Kayihura fell, Museveni summoned Kaka Bagyenda back from obscurity on his island in Lake Victoria to regain supremacy in the security firmament.
