UCAA Human Resource Manager court bailed

The Entebbe Chief Magistrates court presided over by her worship Juliet Nakitende has granted bail to Uganda Civil Aviation Authority (UCAA) acting director for human resource and administration Ms Effrance Musimenta Mbagaya for allegedly defacing President and NRM candidate Museveni’s campaign posters, which had been pinned on the corporation’s building and offices in Entebbe.
The senior female aviation officer  reportedly ordered and physically participated in removing posters, which she believed, according to CAA’s policies, were not rightly put in right places.
Mbagaya thought she was doing her job, yet she had stepped on a hot charcoal. The security operatives arrested her over  the act of banning presidential posters at Entebbe airport.
As a human resource and administrative manager at the Uganda Civil Aviation Authority; she always commands high respect and whenever she orders; it is done with immediate effect.  However, this week it did not appear the usual after she commanded the defacing of President Y.K.Museveni’s posters at the international airport. She was arrested and detained over it.

Before granting Mbagaya bail who was absent in court on Monday, defense lawyer  Mathew Ngugu asked court to grant the accused bail since the offence was bail able by the courts of law.

“The accused work’s within the jurisdiction of the court, she is a single mother of minor’s for whom she’s the sole bread winner. The accused understands the obligation to appear before court whenever required by the court process” he said.

The accused presented two sureties  Boaz Bagaya, her elder brother and Ms Maureen Agaba Kasande a workmate and principal legal officer at UCAA in the bail application.

State prosecution led by Jean Nareeba initially rejected the first surety  Bagaya since he is a resident of Indian quarters Mbale Municipality which doesn’t fall in the jurisdiction of Entebbe magistrate’s court where the case is being heard.
