Did you know that Butabika National Referral Hospital Officials eat eggs and bread meant for Mad People/patients?
It is with much sorrows that The Drone Media reports this ill act. The Drones at Butabika National Referral Hospital, commonly known as Butabika Hospital, gathered that money meant to feed the mad people are squandered by individuals subtly.
 
As a result of this act, there are many escapees; mental disturbed patients, who flee from bad conditions, which are mainly caused by bad feeding. The Drone Media can exclusively report that the procurement office of Butabika National Referral Hospital, directly responsible.
 
A source at Butabika intimated that the procurement office extend tender bids to relatives and firms that are connected to them, which later compromise the the standard of goods supplied especially posho. Secondly, the tender of fire woods is also given to staff who sometimes supply air or wet woods which make bad cooking of posho.
 
The Butabika patients are supposed tom eat well; wake up on a rich break fast, but this is not there. They are supposed to eat eggs for break fast, but they rarely do feed them on that. Yet this is a must -do because the medicine applied on patients requires them to eat well. 
 

It was noted that out of the total payments of the financial year, billions is wrongly charged on codes that are meant for other activities. This is because the patients not of sound mind to report such and the people who take them to Butabika assume the hospital is favouring them. That is why you rarely hear complaints.

Butabika hospital admits over 15-25 patients everyday, but recently the Executive Director, Dr. David Basangwa revealed to the press that it handles about 750 out-patients and about 500 inpatients. This year the government allocated about sh18bn.

 Butabika National Referral Hospital is the largest in the Kampala city and a country as whole. It is the mental health national referral hospital for the entire country’s estimated population of 36 million.
  Then government of Uganda changed the drug procurement policies and tasked NMS to procure all essential medicines and sundries supplied to all Hospital in Uganda. The process involves making requisitions once every two months there are always long periods of stock-outs of important drugs as indicated in the table below. This, therefore has helped patients.

Under Article 164 of the Constitution of the Republic of Uganda, 1995 (as amended) and Section 45 of the Public Finance Management Act, 2015, the Accounting Officer is accountable to Parliament for the funds and resources of Butabika National Mental Referral Hospital.
 The Accounting Officer is also responsible for the preparation of financial statements in accordance with the requirements of the Public Finance Management Act 2015, and the Financial Reporting Guide, 2008, and for such internal control as management determines is necessary to enable the preparation of financial statements that are free from material misstatement whether due to fraud or error.
