The Regional Police CID Commander at Katwe Police, Vincent Okurut  has assaulted our journalist Angela Nyakuni, who had gone to inquire why a suspect was picked from Entebbe, the alleged crime scene to Katwe Police yet there was no existing file!

The shameful and unethical police officer could not answer Human Rights questions asked by the journalist; but opted for brutality. Before assaulting the journalist he said, ” I don’t know Human Rights. I use “Human Lefts,” whatever that means. He then signaled his junior officers, while punching the journalist, who also continuously assaulted the Human Rights Defender.

Nyakuni says he had information that police officers from Katwe had picked a suspect from Katabi, Entebbe without any warrant or Local Council letter not even area police authorization or matching order.

As part of his investigations, Nyakuni told the CID that article 11 of Human Rights states that no one shall be imprisoned merely on the ground of inability to fulfil a contractual obligation. However, the CID was adamant he barked, insisting he only knows “Human Lefts.”

As Nyakuni was being battered, he assured the officers  that article 19 of the Human Rights states that every one shall have the right to hold opinions without interference.

He again told them that section 2 of article 19 states every one shall have a right to freedom of expression; this right shall include freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media of his choice.

At this point the shameful and unethical officers, Nyakuni says, opted for bad language (insults) and sheepish laughter. The story, apart from police officers and their boss (CID Commander) battering the journalist; they illegally detained the suspect. A police officer who did not want his name to be mentioned told The Drone Media that the detention officers have vested interests hence unlawful transfer of the suspect. Another officer told this channel that in their lingo they call that file “pocket file.”
