Pastor Aloysius Bugingo’s right hand man Tumwine cited in fake land deals

Pastor Aloysius Bugingo’s right hand man, William Tumwine is reportedly involved in fake land in Kiboga.

Tumwine is not a stranger in such scandals. He caused many troubles when he was Town clerk of Kampala Central. Evey scandal in the city he was involved until he was removed.

It is through the Canaan land which Pastor Bugingo bought that bonded the two; Tumwine and Bugingo. This was the only man that knew the 8 acres lying idle in the city.

Today, William is this scandal as you can read:

Land Fraud: 984 acres of land missing physically but several titles issued.

Mystery is surrounding land worthy shs 1.674 billions that only exists on paper.

William Tumwine and wife Stella Kakuba Akunda both employees of Uganda government at Ministry of Gender and Anti-corruption Court received the money provided by government to Kiboga Twegatte evictees.

The Mpigi district Staff Surveyor , Shedrac Semugabi ,then failed to locate the land he ordered to be plotted.

I don’t remember who applied for the land but wrote a letter to chairman of area in Gomba through the RDCs office.

I never carried enough checks when my letter was written.

I never visited the area after the survey and plotting was done.

Land probe commission is concerned that this staff surveyor was more of an armed chair administrator.

Asked what happens to thousands of people from Kiboga Twegatte Cooperative Society who bought air?

The staff surveyor Semugabi said, as of today, all land titles in Gomba or Mpigi districts need to be revisited.

I don’t take responsibility because I relied on documents available. All we did was not contested at time.

The land probe commission found Blocks 62,82, 343 in the area but wondered how did they jump to create 364.

Pressed more the staff surveyor said using maps and coordinates he can locate the land. He wants to visit area.

Asked why he didn’t do this 7 years ago, he didn’t have answer.

He said Uganda’s Map of plots has a problem?

There is a problem with the current map

I was availed a title but without a deep plan.

Asked How possible that you can have a piece of land on paper and fail to locate it?

The Manual plotting was problematic as it lead to double plotting.

We have changed the practice.

Block 364/ plot 7,8,9 Gomba, I handled its subdivision. I issued authority to survey this land for plotting.

I don’t recall who applied, but survey was done by someone I don’t remember.

Ochen Emmanuel and Senteza Bob are names of surveyors in his letter.

What do you rely on to ensure these were registered surveyors?

I just get a registered surveyor applying and recommends names which we don’t check.

I issued letter reopening of boundaries and surveying of block 364/7,8,9 plots.

People bought land basing on documents full of a mess.

Roles of surveyors?

Survey compliance( through manual or computation), approve plans, technical advice to council, Nakasongola and Mpigi districts.
