Dubious sale of Dr Frank Mwine property

COMMISSIONER FOR LAND REGISTRATION-CITED IN DUBIOUS SALE OF DR.FRANK MWINE’S PROPERTY.

Our reliable sources reveal that officials at the Ministry of Lands including the Commissioner for Land Registration, are entangled in the dubious sale of property that belongs to the late Dr.Frank Mwine against a court order.

The said suit property comprises Kyadondo Block 257 Plot No. 639 at Munyonyo, measuring approximately 0.5270 hectares, fully developed into a magnificent housing/residential estate and estimated to be worth UGX 1.5 billion by 2016.

According to our sources, after the demise of Dr. Frank Mwine, his heir one Ntare Guma Mbaho Mwine, with the connivance of the commissioner for land registration one John Karuhanga, assisted by the registrars of titles Kabira Aisha and Joseph Kibande, based at the ministry of lands, dubiously effected the transfer of a title from the registered owner to two others, under circumstances that deserve serious scrutiny!

It is surprising, that the Ministry of lands officials made these syndicate transfers on the 22 nd August 2016 against a Court Order issued on the 19th August 2016 which court order, was received but flatly ignored by the Senior Registrar of titles the said Joseph Kibande.

One issue of great concern and contention, is that, the syndicate made a summary transfer of title from the names and ownership of Dr. Frank Mwine into the names of Ntare Guma Mbaho Mwine and within the same seconds, then re-transferred the titles into the names of an Eritrean “investor” by the names of Musa Afewek Tekle, who is the purported buyer for the suit property!

This process was effected even after all parties had known that there was a Court order barring such processes or literally to maintain the status quo.

Our investigations reveal, that, the said property was sold to the Eritrean investor at a mere UGX 500 million which money was ‘enjoyed’ by Ntare Guma and the said Ministry of Lands officials, against Dr. Frank Mwine’s written will, on how and to whom the property should be disposed but if it was necessary at all.

Meanwhile, some of the late Frank Mwine’s family members, havem continuously lodged complaints against this transaction but to some big extent, they are being frustrated by Ministry of lands officials especially under the guidance of Karuhanga John, who is said to be the deals’/scams architect since his earlier days at KCCA.

Karuhanga John, worked with Mbarara Land Board and later KCCA Lands office as a registrar, prior he was transferred to replace Ms. Sarah Kurata the former commissioner for land registration at the ministry of lands. Sarah Kurata unceremoniously resigned from office

The said Karuhanga John , is among other several officials linked to other dubious deals including a scam at Kibuga Block 38, plot 210 Mulago Hill Wandegeya which wrangle involved Ian Nsubuga, Dr.Fredrick Njuki and Eva Nabatazi in October 2018.

There is emerging concern about the trend on dubious, eyebrow-raising land scams that involve sale of city properties by unscrupulous city “businessmen” led -syndicates, in connivance with Ministry of Lands Officials, the Court system and different authorities.

WHO WAS DR.FRANK MWINE

The late Dr. Frank Mwine, belonged to the Ankole royal family and died on the 23 rd February 2016 in Los Ageless USA aged 73 years. He was buried at Rutooma- present day Kashari District. The deceased, sired five children, to whom he generously bequeathed some good wealth, despite of emerging challenges on who is sharing on the wealth and who is not!

Dr.Frank Mwine, was at one time the Managing Director of the defunct Uganda Commercial Bank (UCB) and worked with the World Bank in his later years. He is said to be the first Ugandan, to ever graduate at Harvard Law School and had such an impressive professional record with competences to turn things around.
