It is alleged that on 27th Jan. 2021 at around 1840hrs , Kamulari tried to rape one Patricia Katushabe a student at Kampala international university main campus and a resident of Endinzi B cell, Endinzi Sub-county, Isingiro District.

According to sources, Patricia needed a stamp from the chairman as she applied for sponsorship and needed a recommendation.

Sources alleged that the chairman told Patricia to find him in Mbarara but when she arrived, he opted to take her to a certain lodge in Ruharo where he attempted to rape her before she ran away.

It is also alleged that the victim was rushed to police by some people who rescued her from the lodge and when the chairman was contacted, he directed police to Booma hotel where they picked the victim’s property.

In 2018  Jeremiah Kamulari was arrested and he described it as “wicked”, the media reported that he stole a vehicle belonging to the United Nations High Commission for Refugees (UNHCR).

Police arrested Kamulari and questioned him about a pickup truck that was found at his home in Kakoba division in Mbarara District.

However, Kamulari told reporters that he had written to the Office of the Prime Minister and was granted permission to temporarily use the car as his had broken down and was taken to Kampala for repairs.

“I even have a letter from the OPM dated September 2, which reads ‘As we await for the repair of the chairman’s car, it is recommended that he is availed with motor vehicle registration No.UBB 449V which was donated by UNHCR for the REHOPE programme’,” he said.

“Whoever is spreading the rumours is doing so out of hateful intention to tarnish my name,” he added.

Kamulari said the car was donated by UNHCR to Isingiro Local Government, being a mass community to the expatriate camps in the area and that it is property of the district.

“You cannot steal your own shirt because you own it already, so what makes you think I can steal from Isingiro yet I am the political head of the district?” he wondered.
