Is it impunity, corruption or incompetence among Ugandan police investigating officers that makes the force a criminal agent?

Apparently, the Uganda Police is known to Ugandans as the most corrupt force that cannot help them unless there is influence pedaling or money involved.
This is because Ugandans lost faith among Investigating Officers known as (IOs). Most people The Drone Media consulted believe the IOs lack criminal investigation skills  as well as technology to apply while investigating.
Well, in the criminal realm, a criminal investigation refers to the process of collecting information (or evidence) about a crime in order to: (1) determine if a crime has been committed; (2) identify the perpetrator; (3) apprehend the perpetrator; and (4) provide evidence to support a conviction in court.
Surprisingly, the Uganda Police will arrest an individual without following the above process! Besides, the officers will judge and individual before taking them to courts of laws. They only take as a by-the way.  This is abuse of Human Rights.
Yet, there are tools ​to establish facts and develop evidence, a criminal investigator must use these tools-information, interview, interrogation, and instrumentation. However, the investigators always opt to get money from victims and in some instances they use influence to jail an individual.
Uganda Police has deliberately failed to procure modern equipment for investigations technology.  For instance in Chicago, police officers are using technology called ShotSpotter, which triangulates information to determine the exact location of gunshots. Combining that information with license plate detection technology makes it easier for police to manage patrols in high-crime areas and investigate shootings.
There is also a chemical that makes you tell the truth. This is one of the oldest and best known of these truth drugs is sodium thiopental. Although it was first developed in the 1930s, it is still used today in a range of settings, including, in some countries, by the police and the military. These methods are not used because of incompetence, impunity and most times corruption.
