KAKI aka Tom Kaya is involved in the theft of Chinese tractors.

According to police ref. GCF 134-2018, a number of tractors crossed the Kenyan border illegally into Uganda under mysterious transactions.

These tractors were reportedly imported by Tom Kaya of Kaki Investment. They were manufactured in China and the export history was doubted.

This is one of the reasons they were held at Interpol yard at Kololo.

As proof that the tractors and the owners are a big scam; they were registered under  Atlas Co. Ltd, a Kenyan firm suspended from importing equipment to Uganda.

The Interpol Director, Dr. Fred Yiga said the tractors were suspected to belong to criminal funders but someone from a government body came and claimed them.

” At first I suspected a wrong line, but Brig. Elly Kayanja came and said they were for Wealth Creation,” Dr. Yiga told The Drone Media.

Yiga said that if at all these tractors are not for the government programmes, it is regrettable. Yiga decried this vice of using government programmes to carry out illicit businesses.

As it is Kaya used Brig. Elly Kayanja to secure these tractors, which do not belong to Wealth Creation. If they belonged to Wealth Creation, why were they registered under Atlas Co. Ltd.?

This scam involves many government officials, the Uganda Revenue Authority (URA) staff who registered the tractors under Atlas Co. Ltd that has an embargo.

The tractors were already registered in the series of UBD 753H, UBD794H etc by the time they were taken to Interpol Kololo.

The owner of these tractors, Tom Kaya, evaded tax by registering them as project vehicles, yet he mysteriously imported the tractors as an individual.

A source in police intimated to the snoops that Kaya manipulated his way from China until he found a hard rock at Interpol. He first negotiated it alone but when he failed he brought Brig. Elly Kayanja, who claimed the tractors.

Many businessmen use top officials in government to do illicit businesses. One police officer lamented that this is killing trust. “If you refuse they claim you are frustrating government programmes, yet they are thugs serving their stomachs.”
