Over 35,000 public leaders to be compelled to declare their wealth
By Felix Oketcho
In a bid to stamp out corruption, the Inspectorate of Government will compel public leaders to declare source of their wealth as the institution launches leadership code and wealth declaration phase, the Deputy Inspectorate of Government, George Byamugemereire has said.
The process that kicks off on 1st March, 2021 will compel over 35,000 public officers country to declare source of wealth as IGG moves to implement zero tolerance to corruption.
Byamugemereire also asked members of the public to engage in corruption reporting exercise so that culprits are reprimanded.
He has asked Ministry of Education to Integrate ethics and integrity in curriculum so that children learn proper ethics to wipe out corruption.
He was meeting religious leaders, civil society organizations and other stakeholders on implementation of the zero tolerance to corruption policy in Kampala.
He further asked religious leaders to use their pulpit to preach against corruption to change mind set in society.
Lead Ministries, Agencies and Departments have also been asked to form committees to monitor and track corruption tendencies in procurement transactions.
“We have realized that citizenry have information on corruption but they are not been engaged in corruption reporting exercise to compel public officers from embezzlement,” Byamugemireire said.
Uganda has been ranked among highly corrupt country. Uganda ranks high as well as the local corruption surveys have shown persistent poor performance of the country’s anti corruption drives with the most Ugandans perceiving corruption as increasing.
In 2015 corruption perception index published by Transparency International ranked Uganda 139th out of the 167 countries scoring paltry 25 points.
The Leadership Code Act, 2002 is an Act to provide for a minimum standard of behaviour and conduct for
leaders; to require leaders to declare their incomes, assets and liabilities; to put in place an effective enforcement mechanism and to provide for other related matters. However, this should have started long ago, but bad politics delayed it. |
