Police to arrest those who returned iron sheets
As Ugandans continue to riot over theft of iron sheets experts dig deep into the matter to come up with more evidence. It has now been established that the iron sheets thieves have breached and broken more laws.
According to criminal law experts, those that were involved in iron sheets scandal and brought back the loot have breached the law of procurement. Secondly, they have confirmed that they stole. So, returning the loot does not exonerate them from the criminal act.
The experts wonder how they (thieves) can procure iron sheets, yet there are procurement procedures. Speaker Anita Annet Among recently purchased 500 sheets, which she reportedly returned. Now, it is clear that the Speaker breached the law of procurement. The question is, “is she the procurement officer?” Why didn’t she follow procurement procedures?
As a leader, and supposedly the number three in the country, she evidently confirmed that she took iron sheets meant for vulnerables in Karamoja. Why didn’t she buy iron sheets before grabbing the freebies meant for the poor and needy Karimojongs?
The Speaker of Parliament, Anita Among, recently told Parliament that she had purchased 500 sheets to replace pieces she received.
According to the Press the Parliament Speaker Anita Among, returned 500 pieces of preprinted corrugated sheets that were meant for the vulnerable people in Karamoja sub-region but ended up in her constituency in Bukedea District.
Among had previously explained to Parliament that the controversial sheets that were dished out to her from the Office of the Prime Minister (OPM) were never solicited for, that’s why she decided to donate them to Government aided schools in Bukedea District where she doubles as Woman Representative.
In the last financial year, President Yoweri Museveni pledged Sh39b in form of relief aid including thousands of sheets, goats, and maize to support livelihoods for the demobilized Karachunas (youths) in Karamoja that were engaged in cattle rustling.
