Kale Kayihura’s saga has some forged clues – President Museveni has learnt

President Museveni has ordered a counter investigation into the motive of concocting evidence to frame former Inspector General of Police, Gen Kale Kayihura.

This came after a joint security investigation established that the recording which the Internal Security Organisation (ISO) intended to rely on to cause the prosecution of Gen Kayihura for the assassination of AIGP Andrew Felix Kaweesi was a hoax.

Different voices of Gen Kayihura and ex Police Flying Squad boss Herbert Muhangi from various occasions were edited to sound one.

The recording was shared with President Museveni who ordered Kayihura’s arrest.

On closer scrutiny, it was established that Kayihura’s statement, “Thank you” was obtained from a YouTube Video of his press conference at Kaweesi’s murder scene.

Now this website understands that Museveni wants “comprehensive notes” on the “motive” of framing Kayihura and “who” would benefit from the UPDF General’s downfall.

“The President wants answers by close of this week,” said an official who preferred anonymity as he was not authorised to speak to media.

Kampala Associated Advocates lawyer Jet Tumwebaze recently told press that, “ISO from the start was involved in forgery of evidence, that’s what is disturbing Kale Kayihura.”

“We have invited the intelligence community to reject this evidence but more is being manufactured by day. Gen. Kale Kayihura believes in the military handling of this matter, he believes the people he has been working with are intelligent and can handle this,” he added.

According to Counsel Tumwebaze, ISO not only creates false claims about the former IGP, but also pays some media houses to spread them.

“If ISO is fostering false information about a general, how about an ordinary person?” he wondered.

Having lost control of the investigation due to the fabricated evidence, ISO operatives led by Simon Odongo raided MTN data centre in what was interpreted as a move to manipulate Kayihura’s call data.

Even before his arrest, high-profile friends of Gen Kayihura had told him they had been informally questioned by security about their relationship.

This gave credence to claims that security was looking for any financial leads about Gen Kayihura for a long time, possibly since his re-appointment as IGP – three days before Kaweesi’s assassination in 2017.

They were shocked to find there was nothing.

A former Minister took a trip to Turkey in the hopes of finding information about Gen Kayihura and international deals or fat bank accounts in vain.

Officials tell us the failure to obtain credible evidence against Kayihura has caused tension at ISO, with operatives fearing they could be arrested soon to help in fresh counter investigations.

It’s understood the Director General ISO was approached by “very high profile people” who asked whether he was ready to pay the price for the fabrications against Gen Kayihura which were bound to be exposed. Kaka appeared confident that his evidence would hold ground.

The UPDF leadership, according to reliable officials, has since distanced itself from the matter after realizing they could end up on the wrong side of history considering the fake evidence against Kayihura.

“What if he is innocent? We are mindful of our actions. You need to have concrete evidence before you take a General to court on charges of murder,” said a senior military officer who preferred anonymity to speak freely.

On the part of police, the Director CID Grace Akullo allegedly said though she may have had misunderstandings with Gen Kayihura, she would not take part in acts that would lead to the framing of the General.

“I don’t want to be a part of any wrongdoing,” she reportedly said.

Akullo, a professional officer who quickly rose through the ranks to become the head of CIID, was among the security officers who quizzed Gen Kayihura on arrival at Makindye Barracks where he is still detained.
