Sh4 billion loan was being processed without approval from Annual General Meeting.

Sendagire Masha , Chairman Kiboga Twegatte Cooperative Society has 3 months left on his tenure but was pushing for a loan of shs 4 billion using titles of the society.

Asked to produce a business plan he presented to the Annual General Meeting, Chairman Sendagire says he didn’t have it.

Asked if he had capacity to absorb shs 4 billions yet shs 3 billions from government was misused.

He said the same lawyer Onyango who helped them buy fake land is helping them acquire the loan.

Commission wonders if he did want to use the money before leaving office.

Fraud day 2: Kiboga Twegatte Cooperative Society has No Register of members yet received shs 3 billions from government.

Kiboga Twegatte Cooperative Society Limited claims 2500 members , received shs 3 billions from government but its chairman Sendagire Masha can’t provide a register.

The Cooperative Society failed to hold meetings and was taken over by the Registrar of Companies.

The new Chairman Sendagire is defending himself as to whether he was an evictee from Luwunga Forest Reserve in Kiboga by National Forestry Authority.

He joined 2016 and elected chairman in December. He received 3 titles at handover located in Mubende.

Land in Kyakateme, Mubende has problems. It was being claimed by other people yet it was paid for. Hon Sam Bitangaro the vendor gave us another alternative land.

Ndegeya land , Stella Kakuba sold this land to the society at shs 1.67 billions. Some people are claiming it is Mailo land.

The community chased away members of the society

Rwesororo land which is 200 acres is not occupied because its not habitable, we wanted vendors to get us alternative land.

105 acres were in a lake. They gave us an alternative land. Their lawyer was advising them.

How does someone stop you yet there’s a certified title? Can these people be law at themselves?

Chairman says they reported to police and RDC. We want to be certain where our title passes.

Police said the land does not exist. Society wrote to NFA to do audit.

Stella Kakuba says the society should go open boundaries.

But society members and surveyers were chased away.

The new Chairman held meeting with Stella Kakuba at a hotel in Kampala before they signed an agreement.

I signed second agreement as individual with hope to secure the land or get another alternative.

The chairman is accused for attempting to benefit in the second agreement which would give him 278 acres.

Chairman says he was going to get a loan and buy maize from farmers on behalf of cooperative society.

A story in media over eviction of 2500 people from Luwunga Forest Reserve in Kiboga led World Bank and Oxfam to provide shs 3 billions for resettlement.

Government channeled the Shs 3 billion direct to the society. However the 3 billion was spent on two land sellers, Hon Sam Bitangaro and Stella Kakuba.

They have managed to occupy land sold by Hon Sam Bitangaro sold at shs 1.3 billions.

However, land sold at shs 1.67 billions by Stella Kakuba has not been occupied.

Only 400 people have been settled and yet money is finished since 2014.

Where they conned?

The leaders of the society failed to consult local leaders in Ndegeya , didn’t inspect the 900 acres out of 5 square miles.

Did leaders of society have hidden agenda to pay for land with issues asked Commissioner Ruhindi.

The society made agreement with National Forest Authority to buy land in 3 months and make accountabilities which was done. National Forest Company and Oxfam were supposed to help.

Over 2000 people are suffering without land since then.

The Board of the Cooperative gave authority to their lawyer Onyango to pay money on their behalf.

Money would first go to the lawyer’s account and then to vendors. Its hard to tell what the vendors got.

Commission asks whether members of board benefited on kick backs?

The money for surveying was paid to the lawyer by Oxfam because the treasurer of society was illiterate.

The treasurer takes responsibility for mistakes but denies taking a bribe.

Last month Witness Mr. Turyamureeba Julius representing a large group of people at the premises of the Commission. Him and other about 500 people from 300 families were evicted by the National Forestry Authority(NFA) from Luwunga Forest Reserve, in the 80s. Mr. Turyamureeba was part of a committee that was put together to claim for compensation. They received compensation through a corporation.
